1. Pursuant to the provisions of reference (&) Subject,
filed enclosure (1) with

this Board requesting, in effect, that the applicable naval record

be corrected to show he enlisted in paygrade E-2, vice E-1.

2, The Board, consisting of Mr. Zsalman, Mr. Exnicios, and Mr.

Ruskin, reviewed petitioner's allegations of error and injustice on

3, The Board, having reviewed all the facts of record pertaining
to Petitioner's allegations of error and injustice, finds as

follows:

a. Before applying to this Board, Petitioner exhausted all

administrative remedies available under existing law and
regulations within the Department of the Navy.

CONCLUSION

Upon review and consideration of all the evidence of record, and
especially in light of the contents of enclosure (2), the Board
finds the existence of an injustice warranting the following

corrective action.

RECOMMENDATION :

That Petitioner's naval record be corrected, where appropriate, Lo
show that: ,

a. He wag enlisted in paygrade E-2, vice E-1, effective 5 March
2012 (Active Duty Service Date). petitioner met the advanced paygrade
criteria based on having met the advanced paygrade criteria
college credits.

b. . Member was further advanced to E-3 with an effective date of
5 January 2014.

c. NOTE: The change in the effective date of advancement to E-2
and B-3 may also impact on Petitioner's E-4 advancement opportunity at
an earlier date. Tf Petitioner was eligible for, but did not take che
E-4 examination in March 2014 because the above change had not yet
been made, the following procedures will apply to remediate that
missed opportunity. Petitioner may reapply to this Board for
consideration of advancement to E-4 vetroactive to the date Petitioner

would have been advanced on the wmissed” examination cycle.
Petitioner should then submit copies of worksheets for the March 2014

missed cycle. Submit a DD Form 149, command endorsement /
recommendation, copies of Petitioner's March 2014 worksheet, and must

include a copy of this letter with the request. The Board will then
determine whether the request will be approved.

ad. A copy of this Report of proceedings will be filed in
Petitioner’ s naval record.

4, It is certified that guorum was present at the Board's review
and deliberations, and that the foregoing is 4 true and complete
record of the Board's proceedings in the above entitled matter.

5. Pursuant to the delegation of authority set out in Section

6(e} of the revised Procedures of the Board for Correction of Naval
Records (32 Code of Federal Regulations, Section 723.6(e)) and

behalf of the secretary of the Navy.
